- I have given away this tape on my Ham Radio & More show 4 or 5 times.
- I have had many people call and ask for the phone number and find
- this tape of interest to them. It is definitely laughed at by many "old time"
- cw users, but it can certainly help many.

-
- Well, its unfortunate, but long ago when 440mhz was an unknown place
- and everyone wanted to be on 2 meters, people who wanted to set up
- closed repeaters were told they had to go to 440mhz. So, they had to
- spend alot more money to set up their systems, pioneering the way
- for others to follow.
-
- Now that equipment manufacturers have decided to drop prices and
- make 440mhz equipment available at inexpensive costs you expect the
- 440mhz band to change? Sorry, I don't think so.
-
-
- > There are also far too many "paper" repeaters.
-
- Clearly, paper repeaters should not be coordinated. Around here, if
- a frequency is "coordinated" but you listen to it for a month and hear
- no activity, you have squatters rights to plant your butt on that
- frequency, and if you document everything, the fact that a repeater was
- "coordinated" on that frequency beforehand is immaterial. The 440mhz band
- in NE is just about full, and we routinely have to worry about this
- happening should one of our systems be taken down due to equipment failure,
- etc.

- SYNOPSIS OF ACTIVITY
- --------------------
-
- Solar activity was very low. The only event for the past
- few days was an uncorrelated B4 xray burst at 31/2030UT. The
- sun remains spotless.
-
- Solar activity forecast: solar activity is expected to be
- very low.
-
- The geomagnetic field has been at unsettled to minor storm.
- High latitude stations saw periods of major storming. Activity
- is most likely due to a well positioned coronal hole. Energetic
- electron flux (GT 2 MeV) ranged from normal to high levels over
- the past 24 hours.
-
- Geophysical activity forecast: the geomagnetic field is
- expected to be unsettled to minor storm for the entire forecast
- period. High latitude stations should expect periods of major,
- possibly severe, storming during local nighttime.
-
- Event probabilities 01 jun-03 jun
-
- Class M 01/01/01
- Class X 01/01/01

- B. High Latitudes

- Minor Storm 30/30/25
- Major-Severe Storm 35/35/30
-
- HF propagation conditions were below-normal over most
- regions (particularly middle to polar latitude paths).
- Degradation was strongest on transauroral circuits where
- absorption, fading, multipathing, and associated sporadic-E
- have been fairly prevalent. Spread-F has also been reported in
- the polar and auroral regions. Similar conditions are expected
- to persist over the next 48 to 72 hours, through 03 June
- inclusive.

- Opinion, not fact. Around here, closed repeaters contribute heavily to
- the amateur radio community, offering sanctuaries away from the increasing
- number of CB transplants that are destroying 2 meters.
-
-
- > There is no doubt that as the

- your face.
-
-
- > I like the "closed means no coordination" policy several people mentioned.
- > We should all put pressure on the coordinating bodies to adopt this.
-
- If I applied for and was denied coordination simply because my machine
- was going to be "closed", you can bet the coordinating body would be
- hearing from an attorney. Since the FCC recognizes that repeaters can
- be closed, a coordinating body's denial of coordination on the basis of
- "open" or "closed" status is illegal and discriminatory.
-
-
- > Closed repeaters don't fit the spirit and intent of amateur radio.

- That's your opinion. And, with people like you in the hobby, I'm surprised
- that ALL the machines in SoCal aren't closed.
-
-
- > What do we do when the bands shrink, the ranks grow, and the number of

-
- Ah yes, now we see all. Translated: "I don't want to have to pay to use
- someone else's equipment." Yup, the good old welfare-state mentality once
- again. "HEY! I'm BREATHING, aren't I?!? Its my RIGHT!"
-
- Maybe you should move up to 1.2ghz or 2.4ghz. Lots of spectrum up there
- for open repeaters, and spectrum that we're in danger of loosing due to
- underutilization.
-
- What? Oh, equipment for those bands is too expensive, or you can't buy
- an appliance radio for those bands at the local HRO? Well, gee, isn't
- that just too bad. Sounds like the same issue closed repeater owners faced
- years ago when they wanted to set up a closed repeater and were told they'd
- have to do it on 440mhz.

- Exactly! There's nothing wrong with a closed repeater. Lets face it, if
- people would grow up and learn some on-the-air manners (ie, not abusing
- autopatch, listening, etc.) then the need for closed repeaters would
- dwindle to nothing.

- I rather like my Motorola PT-300. 5 watts out on 6m. The batteries are
- getting a little hard to find, and the antenna is kinda big, but it sure
- has been dependable! I bought it for $15 at the swapmeet.

- But what about the "closed" systems that have many users? They do exist. You
- can't simply say "throw out all closed systems". It just doesn't work. There
- may well be a need for reform in SoCal, but the band belongs to the owners of
- closed systems just as it belongs to those who want every system to be open.
-
- As a frequency coordinator, you must look at both sides of the issue. Many of
- the closed systems have been operating for long periods of time without causing
- problems. A coordinator just can't say "Well, we've changed our policies, and
- you have to go". They'll get their butts sued off.
-
- The "paper" radios should be decoordinated. There's no coordinator worth his
- salt who will disagree with this, but you can't expect any coordinator to just
- see one side of the issue.
-
- Contrary to some operators' beliefs, an open repeater is not "more worthy" of
- a frequency...in the FCC's eyes or anyone elses. A good coordinator must
- balance the needs of the existing systems with the desires of new hams who
- want to put on repeaters. It's not a black and white issue.
